Kansas Gubernatorial Candidate Panel

At the Kansas gubernatorial candidate panel, data centers were clearly a major priority issue. Candidates approached the topic from different political and economic perspectives, but labor, workforce, and regulatory questions were front and center.

Democratic candidates largely framed the issue around labor, union commitments, and public accountability. Senator Ethan Carson emphasized regulatory uniformity and repeatedly mentioned labor, noting his past work representing labor unions. Senator Cindy Holscher leaned heavily on her labor background, mentioning unions multiple times early in her remarks. She expressed skepticism toward data centers, citing public backlash and concerns that promised local labor use/benefits have not been delivered. Specifically, she raised concerns that some projects are promising work to local labor, only to bring in out-of-state crews instead. She also indicated support for requiring labor commitments in writing for data center projects, even though such a mandate is illegal under current Kansas law.

Another common theme across candidates was the need to keep young people in Kansas. From a messaging standpoint, this stood out as a strong public-relations frame. From an ABC perspective, this is an important theme to watch and potentially leverage, especially as candidates continue tying workforce, economic development, and quality-of-life issues together.

On the Republican side, Senator Ty Masterson stood out by specifically referencing work with trade associations rather than labor groups, which signals a more business- and industry-oriented approach. Philip Sarnecki, a newer Republican candidate and underdog, presented himself as a CEO and business leader focused on reducing regulatory burdens. He called for bringing in outside auditors to review every state agency and department, opposed targeted tax abatements (tax credits) for special interests or individual businesses, and argued for organic economic growth through a pro-business environment and less regulation. He demonstrated a strong command of business and economic data in Kansas and offered one of the clearest economic visions of the panel.
